Adrian Rodriguez

Senior Vice President of Regulatory and Strategy

As PSE’s senior vice president of Regulatory and Strategy, Adrian Rodriguez leads the company’s efforts to be our customers’ clean energy partner of choice. He is responsible for PSE’s clean energy strategy, regulatory and government affairs, resource planning, new product development and energy efficiency.

Prior to joining PSE in January 2021, Adrian served as interim chief executive officer and general counsel of El Paso Electric Company (EPE) from August 2019 to September 2020. At EPE, he oversaw the approval process with shareholders and federal, state, and local entities to close a $4.3 billion (equity and debt) acquisition of EPE (formerly NYSE: EE) by a private infrastructure fund. Adrian was previously EPE’s senior vice president – general counsel, in which he was responsible for the legal, corporate governance, regulatory affairs, rates, and governmental affairs functions of the company. Before joining EPE in 2013, he practiced law at Vinson & Elkins LLP with a focus on energy regulation and complex commercial litigation, served as a law clerk for the U.S. District Court for the Western District of Texas in San Antonio, and provided policy analysis and political research for legislative affairs, issues advocacy and political campaigns.

Adrian received his Bachelor of Arts with highest honors in Economics and Government from the University of Texas at Austin where he was a State of Texas recipient of the 1999 Truman Scholarship, a Master in Public Policy from Harvard University where he was the editor-in-chief of the Harvard Journal of Hispanic Policy, and a Juris Doctorate from Columbia University School of Law where he was a managing editor of the Columbia Law Review.

Adrian is an active member of the community, most recently serving on a number of organizations in the El Paso area, including the Boy Scouts Yucca Council Executive Board, the Board of the Paso del Norte Health Foundation, the El Paso Chamber of Commerce, and the Council for Regional Economic Expansion & Educational Development.
