David J. Irwin P.E.

Mr. David J. Irwin is the Director of Project Development for the U.S. Army Office of Energy Initiatives and is responsible for the oversight of project teams to identify, screen, structure and implement projects that increase energy resiliency at U.S. Army installations.

Prior to assuming his current position at OEI, Mr. Irwin served as the Director of Opportunity Development for the Air Force Office of Energy Assurance, following his role as a Project Manager for Air Force Military Construction (MILCON) Design & Construction.

Mr. Irwin has a bachelor’s degree in Civil Engineering and a Master’s degree in Military Operational Art and Science/Studies.
