Damali Harding serves as a Principal and U.S. Program Director at the Regulatory Assistance Project (RAP). She oversees efforts to provide non-partisan policy and regulatory expertise to decision-makers, guiding them toward a more sustainable, equitable, and efficient energy system. Damali’s work focuses on advising states and utilities on regulatory best practices, particularly in the areas of decarbonization and equitable energy policies.

Before joining RAP, Damali held leadership roles in both the public and private sectors, giving her a comprehensive perspective on energy regulation and policy design. She is recognized for her strong advocacy of consumer protections, stakeholder engagement, and innovative grid modernization strategies.
