SPEER


Noah Oaks leads the South-Central Partnership for Energy Efficiency as a Resource (SPEER) state and local policy program. In this capacity he tracks and analyzes state legislation and local ordinances in Texas and Oklahoma, develops policy campaigns to educate public officials and stakeholders on the benefits of energy efficiency, and assists SPEER program areas through policy efforts.

Before joining SPEER, he was a policy analyst for the Texas Department of Transportation working directly with the Texas Transportation Commission members providing analysis and developing strategy for statewide transportation initiatives. While completing his Master’s of Public Affairs at the LBJ School of Public Affairs at the University Texas at Austin he held a graduate research assistant position with the Center for Transportation Research. During the Texas 85th Legislative Session he was the legislative intern with the Nature Conservancy Texas Chapter.

Noah spent much of his life in Ohio graduating with a BA in Political Science from Xavier University in 2012 and working in a legal assistant role for four years before moving to Texas. He has a passion for energy and climate policy.
